“இடம் பெயர்ந்துள்ள மக்களை மீளக்குடியமர்த்தும் நடவடிக்கைகளுக்கு பெரும் சவாலாக இருப்பது நிலக்கண்ணி வெடிகளும், மிதிவெடிகளுமே. தெரிந்து கொண்டே மக்களை மரணத்தின் பிடிக்குள் தள்ளிவிட எம்மால் முடியாது. படிப்படியாக மீளக்குடியமர்த்தும் நடவடிக்கைகளை அரசாங்கம் நடத்தியும் வருகிறது” என பிரதமர் ரத்னசிறி விக்ரமநாயக்கா தெரிவித்தார்.
ஐக்கிய நாடுகள் சபையின் 64வது பொதுச்சபை கூட்டத் தொடரில் கலந்து கொள்வதற்காக அமெரிக்கா சென்றுள்ள பிரதமர் ரத்னசிறி விக்கிரமநாயக்கா, அங்கு நடைபெற்ற ஆசிய சங்கத்தின் கூட்டத்தில் கலந்து கொண்டார். இக்கூட்டத்தில் கலந்து கொண்ட போதே அவர் மேற்கண்டவாறு கூறினார்.
இந்தக் கூட்டத்தில் அவர் சிங்களத்தில் உரையாற்றினார். பிரதமர் தொடர்ந்தும் உரையாற்று கையில் கூறியதாவது, எனது தாய்நாடு மூன்று தசாப்தங்களாக பயங்கரவாதப் பிரச்சினையில் சிக்கித் தவித்துக் கொண்டிருந்தது. அதனை எவ்வாறு எமது நாட்டிலிருந்து துடைத் தெறிந்தது என்பதையும் உலகுக்கு காட்டிவிட்டோம்.
அமெரிக்க புலனாய்வுப் பிரிவினர் கூட புலிகள் இயக்கம் உலகிலேயே பலம்வாய்ந்த பயங்கர அமைப்பு என கூறியிருந்தது. புலிகளை எவராலும் தோற்கடிக்கச் செய்ய முடியாது என்ற எண்ணங்கள் உருவாக்கப்பட்டு சிலர் புலிகளை உயரிய ஸ்தானத்தில் வைத்துக் கொண்டிருந்தார்கள். இவ்வாறான ஒரு இயக்கத்தை தவிடுபொடியாக்கி தோற்கடித்தோம். இதற்கென சமாதானத்தை விரும்புகின்ற மக்களும், உலகத் தலைவர்களும், அங்கு வாழுகின்ற மக்களும் எமக்கு பல்வேறு வழிகளில் உதவிகளை செய்தார்கள்.
இடம்பெயர்ந்துள்ள மக்களை மீண்டும் அவர்களது சொந்த மண்ணில் குடியமர்த்தும் நடவடிக்கைகளை துரிதமாக செய்து வருகிறோம். வவுனியா, யாழ்ப்பாணம், மட்டக்களப்பு, திருகோணமலை பகுதியிலுள்ள மக்களை மீளக்குடியமர்த்திவிட்டோம். குறுகிய நாட்களுக்குள் இவர்களை மீளக்குடியமர்த்தியது அரசாங்கத்திற்கு கிடைத்த வெற்றியாக கருதுகிறேன். என்றாலும், இதற்கு தடையாக இருப்பது பயங்கரவாதிகளால் புதைக்கப்பட்டுள்ள நிலக் கண்ணிவெடிகளும், மிதிவெடிகளுமே. மக்கள் குடியிருப்பு பகுதிகளில் விளை நிலங்களில் மிதி வெடிகள் மரணத்தின் சாயலில் புதைந்து கிடக்கின்றன. தெரிந்து கொண்டே அப்பாவி மக்களை மரணத்தின் பிடிக்குள் எங்களால் தள்ளிவிட முடியாது.
வடக்கில் நிலக்கண்ணிவெடிகள், மிதிவெடிகள் அகற்றும் நடவடிக்கைகள் துரிதமாக நடைபெற்று கொண்டிருக்கின்றன. இதில் அரசசார்பற்ற நிறுவனங்களும் செயற்படுகின்றன. இராணுவம் பெருந்தொகையான மிதிவெடிகளை அகற்றியுள்ளன. நிலக் கண்ணிவெடி, மிதிவெடிகள் அகற்றுவதற்காக நவீன ரக இயந்திரங்களையும் அரசாங்கம் கொண்டுவந்துள்ளன.
உலக ரீதியாக எங்களுக்கு இரண்டு பிரதான சவால்களுக்கு முகம் கொடுக்க வேண்டியிருக்கின்றது. சுற்றாடல் மாசடைவது ஒரு சவாலாகவும், பயங்கவாதம் இன்னுமொரு சவாலாகவும் இருக்கிறது.
ஒற்றுமை, ஒத்துழைப்பு, செயற்படுதல் என்பதன் ஊடாக இந்த சவால்களை வெற்றிகொள்ள முடியும் என்பதை இந்த இடத்தில் கூற விரும்புகிறேன். இதற்கென ஒருங்கிணைந்து செயற்பட வேண்டும் என கேட்டுக் கொள்கிறேன். எதிர்காலத்தில் சிறந்த உலகத்தை காண்பதற்கு இவை உறுதுணையாக இருக்கும் என்றும் பிரதமர் தெரிவித்தார்.

The best way to prevent resurgence of LTTE or any similar group is to eradicate the root causes that culminated in the ethnic guerilla war. Very difficult to fathom this reluctance to allow humanitarian assistance (UN) if we have nothing to hide !

If the GOSL is genuine is addressing the grievances of the Tamil minority in Sri Lanka, it’s time they tackled the root causes of to how and why there was an insurgency in the first place. Those who fail to learn from history are bound to repeat it. Its time the GOSL acted openly and allow the Press and Humanitarian organizations free access to all parts of the Island. If S/L is to progress and join the law abiding nations of the world, its time we had an open society. We should not have any part of the country under military rule, civilian rule must be the norm. How long are we going to hide behind bans on the Press, what leaks out may be all negative and may not be true, so its time all borders are open to all so that the truth prevails.
It is paranoia and it will never disappear becasue it is Sri Lanka. Word is very much focusing on important issues while Sri Lanka is divided into Tamils and Sinhalese. Sri Lanka should produce good citizens of the World rather than Sri Lankn who is very narrow minded.

Wickramanayake is the so called PM of S/L is not that capable to represent S/L at crucial forums such as UN etc. Furthermore he was not able to clear the doubts of the journalists questions re IDP camps also re the work of ICRC. He says that ICRC is accepted as long as ” ICRC don’t disturb the normal peace and tranquility that remains within the camps” ICRC’s work is to BRING PEACE AND NOT BRING ANIMOCITY It is very clear to every member of the UN that ICRC is the body that takes part to deliver their services to the affected people in a conflict area, and bring peace and solace to the affected civilians. WHAT A STATEMENT A PM SHOULD MAKE TO CLEAR THE NAME OF

UN should not interfere Internal activities of SL. But, They were responsible for the causes by Flood. And Transitional Camps are External affairs of SL.So, UN Should help to build them. Hope the Audience had a nice laughful time.

Mr. Prime Minister, the money you beg from other countries and UN are utilised for “internal matters” the money which goes into the politicians pockets are also internal. Please ask them not to fund any projects, if beg funds from them, then they have a right to question you!!!!

2.Hey people don,t blame Mr premier. He cant give his own speech there. the speech he gave must have been written by the president’s advisers and and our poor premier just read it aloud at the UN assembly.
3.Ratnasiri, that’s vshows your knowledge. SL is a member of UN and SL should follow all norms of UN. If SL doesn,t follw them, then the UN has all the right to interfere in all relaterd matters, whether internal or external. You call yourself PM of SL, what a shame.
