Protest & Vigil Against slaughtering Tamil civilians and urging Sri Lankan government to:
1) Stop indiscriminate shelling on civilians, hospitals, make shift hospitals and safe zones;
2) Declare “nofire period” immediately;
3) Allow free access to the conflict zone for ICRC, UN, media, humanitarian agencies, and independent journalists;
4) Send food and medicine to those trapped in the war;
5) Bring all refugee camps and rehabilitation under the UN agencies and the ICRC and accept civil societies’ supportive role;
6) Close down internment centers and stop detaining refugees;
7) Create conducive climate for permanent ceasefire, negotiated political settlement and lasting peace;
Bring law and order in the government controlled areas. Political solution is the final answer; not war.

அரசியல் இலக்குகளை அடைவதற்கான புத்தி சாதுரியமற்ற ஆயுத வன்முறை அரசியலுக்கு நாங்கள் என்றுமே ஆதரவாளர்களாக இருந்ததில்லை. இது அழிவையும் இழப்புகளையுமே அன்றி ஆக்கபூர்வமான எதனையும் அறுவடை செய்யாது என்பது எமது அசைக்க முடியாத நிலைப்பாடாக இருந்து வந்துள்ளது. தமிழீழ விடுதலைப் புலிகள் ராணுவ வேலைமுறைகள் மூலம் மட்டுமே தமது அரசியல் இலக்குகளை அடைய முனைகின்றனர். இதே போல பேரினவாத இலங்கை அரசும் ராணுவ ஒடுக்குமுறைகள் மூலமே தமிழீழ விடுதலை புலிகளையும் தமிழ் மக்களின் அரசியல் உரிமைகளையும் அழித்தொழிக்க முனைகின்றது. தமிழீழ விடுதலைப் புலிகளின் தனித் தமிழீழம் அமைப்பதற்கான அனைத்து வேலைமுறைகளும் தமிழ் மக்கள் அனைவரதும் அரசியற் குரல்களை அழித்தொழிக்கவே வழிசமைத்தது வரலாறு. அத்துடன், தமது பயங்கரவாத வேலை முறைகளால் சகல தேச நாடுகளின் ஆதரவையும் தமிழீழ விடுதலைப் புலிகள் இழந்தனர். இதன்போது, இனவாத இலங்கை அரசோ சிறுபான்மை மக்களின் நியாயமான அரசியல் உரிமைகள் எவற்றையும் வழங்க மறுத்து காய்களை கவனமாக நகர்த்தி வருகிறது. இந்தக் கபடி ஆட்டத்தில் அனைத்தையும் இழந்து வருபவர்கள் எமது தமிழ் மக்களே.
யுத்த நிறுத்த மீறல்கள் ஏற்படத் தொடங்கியதிலிருந்தே நாம் யுத்தத்திற்கு எதிராக தொடர்ந்து குரல் கொடுத்து வருகிறோம். பல புலம்பெயர் தமிழர் அமைப்புகள் போல புலிகள் பலமிழந்தபோது யுத்த நிறுத்தம் வேண்டி போராட நாம் வரவில்லை. புலிகள் பலமான ராணுவ பலத்துடன் இருக்கும்போதே NO MORE WAR என குரல் கொடுத்தவர்கள் நாங்கள்; இன்று வன்னியில் மக்கள் ஒரு சிக்கலான சூழ்நிலையில் அகப்பட்டுள்ளனர். அரசும் புலிகளும் மக்களை மையமாக வைத்தே ராணுவ உபாயங்களை செய்கின்றனர்.
புலிகள் மக்களை தங்கள் மத்தியில் வைத்திருந்து அரச ராணுவ முன்னேற்றங்களை தடுக்க முயல்கின்றனர். பொது மக்களுக்கு ஏற்படும் பாரிய உயிர் இழப்புகள், புலிகளின் நலன்களுக்கு பிரச்சாரமாகவே பயன்படுகிறது. அதேவேளை இலங்கை ராணுவமோ வைத்தியசாலை போன்ற பாதுகாப்பு வலையங்களுக்குள்ளும், மக்களின் வதிவிடங்களுக்குள்ளும் குண்டுகளை வீசி மக்களை கொன்று குவித்து தமது ராணுவ இலக்குகளை அடைய முனைகின்றனர். இரு பகுதியினரும் மக்களை பகடைக்காய்களாக பயன் படுத்துவதையே இது புலப்படுத்துகிறது. அதுமட்டுமன்றி, யுத்த பிரதேசங்களுக்கு ICRC, UN, மற்றும் சுயாதீன ஊடகங்களை அனுமதியாதது அரசின் ராணுவ அட்டூழியங்களை மறைக்க என்றே எண்ண இடமுண்டு.
புலம்பெயர் தமிழருள் ஒரு பகுதியினர் பொதுசன இழப்புகளில் எவ்வித கரிசனையுமின்றி புலிகளின் தலைமையை பாதுகாக்க போராட்டங்களை நடாத்துகின்றனர். இன்னொரு பகுதியினர் எவ்வளவு பொதுசன இழப்பினும் புலிகளின் தலைமையை அழிப்பதே அவசியம் என பொறுப்பற்று உள்ளனர்.
இந்தக் கோர யுத்தத்தில் சிக்குண்டுள்ள பொதுமக்களுக்காகவும், இலங்கை இனப்பிரச்சினைக்கு ஒரு நிரந்தர சமாதானம் வேண்டியும் எவரும் குரல் கொடுக்க வராத தருணத்திலேயே யுத்தத்தை எப்பொழுதும் வெறுத்தவர்களாகிய நாங்கள் முன்வந்தோம்.
புலிகளின் கட்டுப்பாட்டிலிருந்து வெளியேறும் மக்களுக்கு அரசும் மற்றும் சர்வதேச அமைப்புகளும் ஒரு பாதுகாப்பு உத்தரவாதத்தை வழங்கவில்லை. இலங்கை அரசு, ஒரு 48 மணிநேர அவகாசம் மட்டுமே கொடுத்தபோது மக்கள் எப்படி – எந்த வழியால் – வெளியேறவேண்டுமென்று எந்த ஒரு அறிவித்தலையும் மேற்கொள்ளவில்லை. அதுமட்டுமல்ல, ICRC மூலம் அவர்கள் எவ்வாறு வெளியேற வேண்டும் என ஒரு நடைமுறை ஒழுங்கைச் செய்யவும் எவரும் முயலவில்லை. இதே நேரம் புலிகளின் கட்டுப்பாட்டுப் பகுதிகளுக்கு சுயாதீன ஊடகங்களை அனுமதித்திருந்தால் மக்களின் உண்மை நிலைமைகளை அறிந்திருக்கலாம்.
இந்த நிலையில் நாங்கள் கோருவது வெளியேற விரும்பும் மக்களை விடுதலைப் புலிகள் அனுமதிக்க வேண்டுமென்பதே !
இரு தரப்பும் அங்கு அகப்பட்டு இருக்கும் மக்களை மையமாக வைத்தே தமது ராணுவ இலக்குகளை அடைய முனைகின்றனர். எனவே யுத்தம் உடனடியாக நிறுத்தப்படவேண்டும் என்பதும் எமது கோரிக்கையாகும். இது ஒரு நிரந்தர யுத்தநிறுத்தமாக மாறி நிரந்தர அரசியல் தீர்வை நோக்கிச் செல்ல வேண்டுமென்பதே எமது விருப்பம். BTF போன்ற மற்றய அமைப்புக்கள் கோருவது தற்காலிக யுத்த நிறுத்தம். இதுவே எங்களுக்கும் அவர்களுக்கும் உள்ள வேறுபாடு.
NO MORE WAR இதுவே எமது அடிப்படை கோசமாகும். நாங்கள் மக்களுக்கு தேவையானவைகளுக்காகவே குரல் கொடுக்கின்றோமே தவிர எந்த அரசியல் தலைமைகளுக்குமாக அல்ல !.

I would like to, first of all, congratulate “Forum for Peace, Democracy and Permanent Political Solution” their efforts towards achieving the objective of reaching out to the public and raising their awareness.
As a humanist I am very much grieved by the sufferings of both the Sinhalese and Tamils. Whether it be a young Tamil ‘Tiger’ lying dead on the battle field or a young Sinhalese ‘Warrior’ sacrificed to win the war. Both fight for their ideals and dreams. A land stained by the Blood of the innocent victims of this war. The sounds of weeping Mothers, Wives and Children deprived of their right to live and exist, stripped of their dignity and self respect. One wonders as to what has happened to our lofty ideals of Ahimsa, As a humanist whose faith transcends Race, Language, Colour and Creed, I realize the futility of war. Especially war over a piece of land, given to us by Lord Almighty full of sustenance and blessings, but turned by us into a killing field and death trap for innocents. Our leaders (including past) whether they be Sinhalese, Tamils or Muslims must take full responsibility for leading us down this abysmal path. They cannot blame the extremist with there perverted ideologies who are a Minority.
I hope that at least now there will be some realization among the leaders and educated people and rapprochement between the two major communities in our country. Still it is not too late. If not we will probably destine our children to a country full of hate and prejudice.

The high Commissioner of Sri Lanka in Britain,
The High Commission of Sri Lanka in Britain,
Mr. President,
Urgent Appeal: The Government of Sri Lanka and the LTTE should respect the international law of armed conflict.
We, the undersigned neutral Sri Lankan expatriates living in the UK, who are deeply concerned over the unfolding grave humanitarian crisis in the current battle zone, especially about the fate of several hundreds of thousands of civilians caught up in fighting between Sri Lankan forces and the LTTE in the remaining areas of LTTE control in the Mullaitivu district, call upon both the warring parties to respect the international law of armed conflict.
The full brunt of the on going brutal war has been imposed on this innocent people, including women, children, disabled and old people, who are not party to the war.
Although the present government of Sri Lanka is successful in aligning the LTTE with the global discourse of “war against terrorism” and is entitled to its military campaign against the LTTE it cannot be allowed to go unaccountable to commit heinous crimes against the entire Tamil community with virtual impunity under the pretext of “war against the LTTE”. It is propagated in such a way that it is the only action plan to combat terrorism by eliminating the LTTE. The meaning of war against terrorism has been narrowed down to the extent of providing license to kill anyone, including dissenting journalists and to trample the basic human rights of any citizen of the country.
In this context we urge that the slogan “war against terrorism” should not be used as an excuse for wanton killings of innocent Tamil civilians and to cover up the true motive of the ultra- Sinhala Chauvinist elements dominating the present state and government.
It is an easy excuse to put the entire blame on the LTTE alone for the present debacle and tragic situation, though it is an indisputable fact that the LTTE should bear lion share of it, conveniently forgetting the contribution made by the Sinhala chauvinist elements that controlled the governments in the past and present and the short-sighted Tamil leaders of the past and present towards this end. The true history is that the Tamil nationalism was initially of a reactive and peaceful nature and that it assumed a separatist hue only because of the impact of Sinhala chauvinism.
The pressing security and humanitarian concerns which the Tamil people face in the war zone require a number of crucial undertakings from all parties to the conflict.
•In any armed conflict the universally accepted civilized norm is to “target combatants; protect civilians”. We urge both warring parties to adhere to these basic principles and refrain from targeting civilians.
•The civilian cost of the recent, and imminent, operations is shockingly high. We urge both warring parties to agree through international mediators an immediate “no-fire period” to relieve the humanitarian disaster that is developing.
•We also call on both sides to allow food and medical assistance to reach those trapped by fighting, cooperate with the ICRC to facilitate the evacuation of urgent medical cases, and ensure the safety of aid and medical workers.
•While we strongly urge that there should be no forced repatriation we call on both sides to allow civilians to flee the fighting. The displaced civilians who have managed to flee the fighting should be free to take shelter at anywhere of their choice and the government should ensure their security, well-being and welfare.
•The displaced civilians who have managed to flee into the government designated “No Fire zone” inside LTTE -held territory should be treated with self-respect and their security, well-being and welfare should be ensured by the government. The civilians who genuinely wish to flee from the LTTE held area should be provided with reliable and impartial information about the prevailing situation in the “No Fire zone”, to ensure that they are making an informed decision.
•Both parties should strictly observe restraint to not to fire out of or into the safe zone established.
•We are perturbed to learn that the ministry of health has issued orders to doctors and other health staff to leave Mullaitivu district immediately. This blatant inhuman decision should be reversed immediately and medical access should be ensured to the trapped civilians.
•We urge both parties to allow immediate and free access to the combat zone for humanitarian workers.
•In the face of the failure of existing mechanisms for the protection from human rights abuses we urge both parties to accept international human rights monitoring presence in the combat zone as their protective presence would help provide sense of security to the trapped civilians.
•Judging by the tract record of the Sinhala- Chauvinist governments, restrictions imposed on the media, humanitarian agencies, human rights groups and journalists, in terms of access to conflict-affected areas makes all assurances of the government with regard to the safety and welfare of the displaced civilians who have managed to flee the fighting hold no credibility. Therefore, we urge the government to allow immediate and free access to the combat zone for the media, humanitarian agencies, human rights groups and journalists.
Mr. President,
Finally we think it is timely to draw your attention to two historic parallels that are relevant to the realities of Sri Lanka today:
The former US president George W.Bush’ at the helm of his power, declared “victory” over Iraq toppling down Sadam Hussain and stated “Mission Accomplished” after the arrest of the dictator. Subsequently Sadam was hanged. But ironically the military might of the USA could not crush the iron will of the Iraqi people. On the contrary, the military victory turned to be a political defeat for America and Bush.
At the end of the First World War the victorious Britain (Prime Minister David Lloyd George), the USA (President Woodrow Wilson), France (Prime Minister Georges Clemenceau) and Italy (Prime Minister Vittorio Orlando) imposed the humiliating treaty of Versailles on Germans and made them to take the blame for the entire war (the War Guilt clause – 231) and made to pay for it. But what happened? The harshness and humiliation of the treaty of Versailles gave birth to Adolf Hitler and helped cause the Second World War.
Don’t forget these historic lessons. You may be successful in what was once seemingly impossible – defeating the LTTE militarily. You may even kill Prabakaran, like George W.Bush did it to Sadam. But it cannot be the end of the saga. Your military victory could turn out to be your worst political defeat and help give birth to many Prabakarans if you become complacent and carried away by the unexpected military victory over the LTTE and allow the trumphalists and hard-liners within your government rank to take upper-hand to interpret it as a victory of the Sinhalese over the Tamils. The real victory depends very much on Sinhala willingness to accept the justice of the Tamil cause and restore their lost rights. It depends on whether yours is an inclusive government which is not built on Sinhala domination, but which respects the rights of the all minorities, or not; whether you are willing to find a political solution and able to sustain a peace based on mutual respect or not.
